Panelists discuss why research is needed on judicial leadership, leadership characteristics, and the selection of judicial leaders.
Abstract
In opening the panel discussion, the moderator identifies control, communication, and courage as aspects of judicial leadership. Geoffrey Gallas, a court researcher, discusses why research on judicial leadership is needed. He advises that the effectiveness of the courts as a hierarchical system depends on the leadership qualities of those who make the system work. Leadership-related areas requiring research include the identification of personal qualities of potential leaders and the identification of leadership tasks and skills that can be learned through training. Gallas outlines judicial leadership characteristics that include ability to define the leadership role and skills in managing innovation and organizational maintenance. Leaders must also specify objectives and motivate others to commit themselves to these objectives, as well as measure the degree to which objectives have been achieved. Bob Broomfield, a former Arizona State trial judge, discusses the importance of judicial leadership in managing the change that inevitably confronts courts. Judicial leadership requires that court operations be viewed from a systemwide perspective rather than just on a case-by-case basis. This includes concern about the needs of other judges and court staff. Judge Broomfield advises that the selection of judicial leaders through seniority or rotation does not make leadership and management ability the criterion for judicial leaders. Election and appointment are more appropriate for selecting judicial leaders. Audience questions are included on the tape.
