Abstract
THE MAJOR THRUST OF THE PROGRAM WAS THE DEVELOPMENT OF SYSTEM-WIDE IMPROVEMENTS IN THE CRIMINAL JUSTICE SYSTEM POLICE, COURTS, AND CORRECTIONS. THE REPORT COVERS THE PURPOSE OF THE CENTER, ITS HISTORY AND BACKGROUND, ITS ORGANIZATION, FUNCTIONS, AND RELATIONSHIP TO OTHER ORGANIZATIONS, PROGRESS TO DATE ON THE ORIGINALLY STATED GOALS, DEVELOPMENT OF BASELINE DATA, AND DEVELOPMENT AND DESCRIPTION OF PROJECTS.
