This document provides an overview of the philosophical, legal, and operational issues involved in the development and implementation of school drug policies and procedures.
Abstract
The rationale behind school drug policies and procedures is delineated, and benefits to staff, students, and the community are discussed. The roles and responsibilities of school personnel are described, and disciplinary options for infractions are detailed. Guidelines are presented for identifying drugs and paraphernalia, dealing with drug crises, and communicating policies. Legal issues are reviewed, including search and seizure, confidentiality, and due process. Procedures for responding to specific drug-related incidents are provided. Emphasis also is placed on the importance of educational prevention programs and the development of such programs. A process guide for developing and revising school drug policies is presented. Finally, an outline and a sample school drug policy and procedure statement are provided that deal with policy development, general issues, roles and responsibilities, intervention, legal issues, medical emergencies, prescription and over-the-counter drugs, and needs assessment.
