This report provides information on the operations phase of the juvenile Serious Habitual Offender/Drug Involved Program (SHO/DI) implemented by the Colorado Springs Police Department (Colorado) in 1985.
Abstract
As one of five demonstration sites, this program is based on the fact that a very small percentage of juvenile offenders commit a disproportionate amount of crime. SHO/DI tries to identify this population and then provides tactical information for a proactive police response and to aid investigations of juvenile crime. SHO/DI information is also provided to the District Attorney, the Juvenile Probation Department, and the Department of Institutions to aid decisions involving case filing, prosecutions, dispositions, placement, and even treatment. This report includes the court order governing SHO/DI information collection process, along with memos of understanding between the police department and other juvenile justice system agencies. Also described are criteria for defining a serious juvenile offender, operating procedures, and recordkeeping systems and procedures. Relevant forms and interoffice memoranda are supplied.
