Program goals are to eliminate illegal drugs from workplaces, eliminate drug abuse in schools, provide effective drug treatment, improve international cooperation to stop the inflow of illegal drugs, further strengthen drug law enforcement, and increase public awareness and drug abuse prevention. The tools to achieve these goals include an executive order to achieve a drug-free Federal workplace, legislative and administrative proposals, and budget proposals. The legislative centerpiece is the 1986 Drug-Free America Act, which contains six titles that focus on the six goals of the President's program. Features of the executive order for a drug-free Federal workplace are programs to be implemented by agency heads, drug testing, measures against illegal drug users, and employee protections. Budget proposals pertain to drug-free workplaces ($56 million), drug-free schools (100 million), State grants ($100 million), community systems development programs ($69 million), law enforcement ($500 million), prevention activities ($30 million), research ($34 million), and public awareness ($5 million).
