This guidebook, compiled for Minnesota legislators, describes Minnesota statutes and cases that provide rights, responsibilities, and protections for young people differing from those applicable to adults.
Abstract
Part 1 consists of laws granting substantive rights and responsibilities to minors in Minnesota. The laws are organized by the following subject categories: economic protection, educational rights and responsibilities, family relations, health and social services, criminal violations by youths, criminal violations against youths, and miscellaneous age provisions. Part 2, divided into three sections, describes court procedures in Minnesota under which the substantive rights and responsibilities of youth are judicially decided. Section 1 (civil/adult court) describes procedures applicable to minors who are parties or witnesses to civil lawsuits in adult court. Section 2 (criminal/adult court) describes procedures applicable to minors who are involved in criminal cases as witnesses or parties or who have been found to have committed criminal acts. Section 3 (juvenile court) describes the purposes and procedures of juvenile court. An index to the topic of each statute and a glossary of terms are included.
