This final report of the Oregon HIV (Human Immunodeficiency Virus)/AIDS (Acquired Immune Deficiency Syndrome) Policy Committee presents policy, legislative, and funding recommendations to the Governor and the legislature designed to mount a statewide effort to control the spread of AIDS in the State.
Abstract
Experts estimate that up to 12,000 persons in Oregon are currently infected with the HIV, and the number of cases doubles approximately every 9 months. One principle underlying the committee recommendations is that the State's HIV/AIDS policy acknowledge and address the tensions arising between public protection and individual freedom. The policy must also address the anxiety in high-risk populations regarding discrimination and stigmatization resulting from association with AIDS. The committee advises that the effective coordination of educational, medical, and support services is essential for addressing the AIDS problem. The recommendations encompass measures pertaining to public health, education and prevention, insurance and access to care, rights protection, supportive services, and coordination. Appendixes contain supplementary information and committee reports.
