This reference of policies and procedures for smaller police agencies covers administration, ethical standards, work conditions, personnel management, personnel development, internal investigations, and the use of weapons and deadly force.
Abstract
The policies and procedures are easily adapted to local needs without indepth research. Among the topics addressed under administration are a general order manual, organization, notification of police chief and recall of personnel, the watch commander's daily report to the chief, the career development and training unit, and police reserve. Policies and procedures pertaining to ethical standards encompass an operational manual, public conduct, peace officer's bill of rights, employee conduct standards, gratuities, and advisement of rights. Policies and procedures on work conditions cover absence from duty; overtime, authorization, and reporting; exchange of watch; light duty; outside employment; and employment hours. Among the subjects considered under personnel administration are personal history investigation, employee duties, physical examinations, commendations, grievance procedure, and uniform and personal equipment. Career development, performance evaluation, and a field training officer program are included in personnel development policies and procedures. Sample forms are provided in chapter appendixes.
