This report provides basic models and options for a system that would accumulate drug-testing results from State and local crime laboratories into a single information system.
Abstract
The system would be specifically designed to serve Drug Enforcement Agency goals and activities, but it would also be a useful policy and decisionmaking aid for other Federal, State, and local purposes. The report describes the recommended STRIDE-SL model; discusses identification of laboratories recommended for selection into the system, the basis for selection, and the statistical inferences possible based on the inclusion of these labs; and describes the data elements that would constitute STRIDE-SL and the availability of the data at the recommended labs. Also provided are descriptions of the data collection and assembly characteristics for the system and the standard and special report capabilities of the system. Additional items discussed are securing the cooperation of labs and the provision of incentives to participating labs; the usefulness of the system; and system startup, operation, and improvement costs. The final chapter describes ways the system may change and develop once it has been established. Tables, exhibits, and appended data.
