According to the mission statement, TASC provides a bridge between the justice system and the treatment community by providing community-based treatment to drug-dependent individuals who would otherwise repeatedly burden the criminal justice system. The guide surveys the development of TASC programs in the 1970's under LEAA funding and evaluations which documented their success. It explains current block grant funding objectives and requirements established by the Justice Assistance Act of 1984 to revive TASC programs. Ten key organizational and operational elements are described, including a broad base of support within the justice and treatment systems, policies and procedures for required staff training, a data collection system, offender eligibility criteria, procedures for identifying eligible offenders, procedures for physical tests, and offender monitoring.
