A needs assessment of the Ventura County, Calif., adult detention and corrections system was conducted beginning in 1981 and identified options for policies, programs, and facilities.
Abstract
The research focused on existing and future populations, the possibility of sharing facilities with adjacent counties, inmate processing, facilities and sites, bed capacity, and possibilities for modifying the flow of pretrial defendants. Recommended options are the development of a population management system, the realignment of housing responsibility for low- and minimum-security custody and the development of a housing program for these inmates, and an increase in work program alternatives. Further recommendations are increased use of work furlough and the establishment of a new women's detention facility at the county government center. All projections indicate that new beds needed will be for low and minimum custody. Further expansion of the work furlough program is the most viable solution to the problems created by changes in prisoner populations and bed needs.
