These trends then were cross-impacted and used to create three alternative scenarios for the future. The major trends included increased workloads and decreased funding, sexual/ethnic bias, increased court involvement, regionalized testing, and the regulatory role of peace officer standards and training. The forecasted scenario focused upon suggests that assessment centers would be used as a testing method for police managers on an initially limited, but gradually increasing basis. It is noted that such centers could be more widely used and their high cost could be mitigated through the use of regional testing, remote video equipment, and cafeteria-style exercises. A strategic plan for implementation is presented that uses a multidisciplinary group of stakeholders within government agencies and society in general.
