The study was conducted as a result of initiatives by Mayor Barry's administration in 1986. Its analysis rested on awareness that a survey has found that approximately 85 percent of District of Columbia inmates have histories of substance abuse and that more than 91 percent have experienced at least one prior incarceration. An explicit objective of the proposed facility is the successful interruption of longstanding patterns of criminal behavior found in many current prisoners. The report details the treatment concept, administrative requirements for success, the facility design and components, staffing, and the cost of treatment. It also presents an environmental assessment, with emphasis on physical consequences, impacts on urban systems, consequences for sociocultural and economic environments, and impacts on historic and aesthetic values.
