The incidence and causes of child abuse and other forms of domestic violence are described, as are shelter, prevention, and treatment programs. Special attention is given to the high incidence of abuse and the special treatment needs of disadvantaged, minority, and handicapped children. The inadequacy of current child protective and support services is emphasized, and increased funding for prevention and intervention is urged. Testimony by a battered woman highlights reasons the victim remains in such a relationship, the role of public attitudes (including police and service providers) in discouraging helpseeking, and the effects of domestic violence on children. Additional testimony examines provisions of the Child Abuse Prevention and Treatment Act and its components -- the Family Violence Prevention and Services Act and the Adoption Reform Act. Children's rights and child advocacy also are discussed within the context of the 1986 Children's Justice and Assistance Act.
