Of those surveyed, 80 percent, or 326 agencies responded. Findings indicate that methods used vary according to agency size and type; that police departments are more actively involved in determining community expectations than are county sheriffs. Medium (25-99 personnel) and large (100-499 personnel) departments are more active in this area than are small (1-25 personnel) and major (over 499 personnel) departments. The study also examines and forecasts the unique global, economic, and ethnic conditions that are shaping California's communities. Results indicate that California already has large regions of 'minority-majority' ethnic groups: by 2010 the State will have no ethnic majority, and that expectations for police services will change accordingly.
