A program in California that provides revenues for inmate welfare funds through commissions paid for inmate telephone services is described. The costs, construction, and uses of tents to provide housing for jail inmates in New Orleans are presented. Anecdotes illustrate some of the conditions, practices, and strengths and weaknesses of the Kentucky jail system. Controversy surrounding the distribution of condoms to inmates to prevent transmission of acquired immunodeficiency syndrome is reviewed. Court decisions on inmates' rights are reviewed with respect to prison law libraries, assistance of counsel, habeus corpus, and access to the court. The use of monitors to implement and police court-ordered reforms in jail conditions is examined, and means to reduce abuses and problems associated with monitorship are discussed. A pretrial drug testing program in Maryland is described, as is a demonstration project on inmate drug treatment in jails that includes a jail survey, three demonstration program sites, and the provision of technical assistance to jails wishing to implement drug treatment programs. Results of a National study of inmate suicides in detention and holding facilities are presented with guidelines for suicide prevention and staff training. Guidelines are provided for correctional food services. Finally, the correctional systems, facilities, and staff and inmate programs in Queensland, Australia and Ontario, Canada are described.
