The Act contains budgetary and other provisions relating to drug abuse education, Federal assistance to State and local Governments, narcotics law enforcement, drug interdiction, drug prevention and treatment, international narcotics control, and the overall Federal drug strategy. These hearings resulted in recommendations concerning these provisions. In the area of education, emphasis was placed on the importance of drug abuse education as an integral part of the overall national strategy, the need for teacher training and community support of drug education programs, the development of program models and curricula, the need for programmatic evaluation, and the provision of technical assistance to schools. Recommendations for State and local law enforcement consider resource allocation and administration and suggest increased funding levels. Reauthorization of block grant and emergency programs and review of distribution mechanisms by the Alcohol, Drug Abuse, and Mental Health Administrations are suggested, and a need for increased funding of prevention and treatment research is noted. The role of Customs, the Drug Enforcement Administration, and the Department of Defense in interdiction are discussed, and greater coordination of effort is suggested. Finally, budget issues in international narcotics control are discussed.
