Abstract
The basic steps in writing an overview of the writing process are provided. Three alternate techniques to help the writer quickly get words and ideas down on paper and prevent writer's block are described, and the ability to verbalize ideas and quickly translate the verbalized words into written words is discussed. The manual teaches law enforcement officers how to develop and deliver a speech, outlines the basic techniques for developing a speech to inform, sets out basic principles of research and organization, and provides details of a variety of delivery techniques. Major nonverbal techniques of delivery are provided and a persuasive speech using the 'motivated sequence' format is presented. The final section provides strategies for public information officers to use when dealing with the news media during a crisis situation. 21 references.
