The guidelines are based on a research project to identify the characteristics and practices of effective vocational education programs in correctional settings and to use these exemplary factors as the basis for developing strategies for program improvement. Project staff gathered information from a literature review; interviews with correctional vocational educators and administrators of programs at minimum, medium, and maximum security institutions; and examination of program materials. Project staff also developed a conceptual framework similar to the model developed by Darcy, Campbell, and Panzano. The framework has three components: (1) the context within which the education is delivered; (2) the delivery of activities and content; and (3) evaluation of the programs. Recommendations relating to these components include admitting only inmates who are highly motivated and who have the prerequisite skills and knowledge, providing financial incentives for education, and using positive rather than negative reinforcements.
