The proposed code results from 15 years of research and analysis. Its goals are comprehensiveness, simplicity, systematization, and principle. It defines most of the crimes of concern to a modern industrialized society while eliminating archaic provisions. The structure of the new code is similar to that of the current code, except that it begins with crimes against the person instead of crimes against the state. Title I contains general provisions relating to definitions, liability, defenses, criminal involvement, and jurisdiction. Title II contains most crimes against the person. Title III enumerates most of the crimes against property. Title IV lists crimes against the natural order. Title V deals with crimes against the social order. Title VI encompasses crimes against the governmental order. Explanatory comments accompany each section of the proposed code. Appended summary of recommendations and sample legislation.
