This report analyzes the fiscal and program impacts of California's guidelines for investigating abuse of elderly and dependent people.
Abstract
The guidelines were developed by the State Department of Social Services and apply to county adult protective services agencies. The analysis used data from a questionnaire completed by administrative and supervisory staff in 42 county protective services agencies. The guidelines have had no significant fiscal impact, but they have had a positive impact on the investigation, processing, and management of incoming reports of abuse. Inadequate staff resources prevented some agencies from implementing the guidelines fully. However, placing priority on assessment and investigation has had a negative impact on case management and the provision of other services. The guidelines should be revised to implement in 1987 State legislation amending the reporting law relating to elder and dependent adult abuse. Staff training and education also need improvement, and demonstration projects that test services and program structures should continue. Appended figures, tables, and study instrument.
