In defining operational requirements, the team should perform a threat analysis and a risk assessment. A system definition then should be developed that identifies day and night security perimeters, portals, types of security equipment deployed at each portal, zones or layers within the perimeters, and a block diagram of the proposed security system. A procurement documentation package should be developed that includes a request for proposals, functional specifications, a statement of work, quality control standards, and site specifications. Bids can be evaluated in terms of technical compliance, management structure, and prior experience of the vendor. A design review and report should then be developed that covers equipment specifications, installation techniques, equipment rack and console layout, maintenance, equipment needs, training, testing, and a schedule for implementation. During installation, the design team should perform regular site inspections to observe compliance with quality control standards. Prior to final acceptance, a system checkout and formal testing should be conducted. 3 figures.
