This report provides model standards designed to guide courts and probation services in the use of community service sentencing in New Jersey.
Abstract
Standards, covering both juvenile and adult offenders, are provided together with commentary explaining the standard's rationale and clarifying discussion. Procedural standards for the courts, directed toward judges and court personnel, discuss referrals; describe the target population; and provide sentencing guidelines and exclusionary criteria. Standards also consider criteria for successful and unsuccessful fulfillment of program requirements. Standards for County probation departments and staff address basic program management requirements. These include overall management, enrollment and supervision, placement site management, interviewing and screening, statistical reporting, successful and unsuccessful completion of program requirements, transfer of cases, and public relations. Appendixes contain forms with commentaries for use in community services programs. Forms adopted for use by programs include work site agreements, municipal court orders, intake forms, a community service report, a statistical report, and forms for conditions and release of information and request for transfer. Optional forms include a physical limitation statement, monthly progress report, and client evaluation.
