This report features the testimony presented to the California Assembly Committee on Public Safety at the informational hearing on parole release policies and evaluations and the treatment of mentally disordered offenders, along with the committee's findings and recommendations on these issues.
Abstract
A number of expert witnesses testified on the Lawrence Singleton case and on several related matters, such as prerelease and postrelease programming for inmates, parole placement, and mentally disordered offenders. Recommendations pertain to policies for the granting of worktime credits to violent felons, the provision of 'meaningful' employment for inmates, prerelease program policies, and data collection to determine the efficacy of the prerelease program. Parole recommendations address the sponsors program, volunteers in parole, substance abuse, parole officer visits, employment, and interagency agreements. Recommendations on parole placement are also offered. Recommendations pertinent to mentally disordered offenders relate to drug treatment programs, mental health evaluation and treatment, research, and outpatient treatment during parole. Relevant legislative provisions are included. Appendixes.
