This video provides an overview of Kentucky's legislatively mandated Sex Offender Treatment Program that addresses statistics on sexual offenses, recidivism rates, program components and goals, and future plans.
Abstract
Brief interviews with two offenders offer insight into factors affecting the sex offender's behavior, such as emotional abuse as a child and substance abuse. Statistics document substantial increases in rape reporting over the last decade, an alarming ratio of victims to offenders in cases of rape and child molestations, and high rates of recidivism among untreated sex offenders. The video emphasizes that treatment is essential to prevent relapse and is the most effective way to protect society. Mandated by the Kentucky legislature in 1986, the Sex Offender Treatment program offers assessment and counseling to offenders in prison and in the community. Program goals and future plans are discussed briefly, and participants express their support for the treatment approach.
