One result of the controversy over use of the polygraph test is the threat by State legislatures to pass bills prohibiting its use. This article discusses a polygraph policy model presented to assist law enforcement agencies in minimizing charges of polygraph abuse.
Abstract
Several key elements are described as being important in establishing a well-structured, written polygraph policy. These include approval authority, criteria and use of examination results, applicant and personnel security/integrity, internal investigations, and post conviction examinations. Law enforcement applications (e.g., verifying information furnished by citizens and informants, assistance to other agencies, consent form design, monitoring/recording polygraph examinations, examiner competence and quality control) also should be examined.
