Study data came from interviews with staff of probation and social service agencies and from reviews of case records. The analysis focused on how probation officers and social workers carried out supervision orders arising from criminal proceedings and on the effects of legislation on current practice. Findings showed that the probation service still handles a substantial proportion of the juvenile supervision orders, although supervision orders represent only small proportions of the workloads of probation and social service agencies. In addition, the recidivism rate for the 499 cases reviewed was 44 percent. Results indicated the need to clarify the wording of supervision orders and related reports, improve the matching of juveniles and their supervisors, improve recordkeeping, provide better professional support for practitioners, and strengthen interagency cooperation.
