The number of juvenile arrests in Wisconsin have remained relatively stable over the past 10 years; however, the juvenile arrest rate increased steadily from 1982 through 1986, before decreasing in 1987. Over the same period, the number of juvenile arrests for Index Offenses decreased by approximately 2 percent. Index Offense arrest rates for Wisconsin juveniles decreased nearly 4 percent from 1980 to 1987. Milwaukee County experienced trends similar to State trends, but the arrest rates were higher in this county than in the rest of the State. Ninety-five percent of the arrests for Index Offenses were for property crimes. Arrests for property offenses decreased during the 10-year period, while the number of arrests for violent offenses increased substantially. The number of juveniles admitted to Wisconsin correctional institutions decreased by approximately 19 percent from 1978 to 1987; however, the proportion of those admitted with previous experience in correctional institutions increased considerably in 1987.
