The first stage of the program involved community consultation; the second, a survey of crime problems; the third, the implementation of a series of interventions based on its findings; and the last, a monitoring of whether the policies have worked. Fifty-eight percent of all the households in the area were surveyed with regard to their views of crime as a problem, fear of crime, avoidance behavior, crime incidence, crimes against the person, beat policing, dissatisfaction with police and council agencies, police effectiveness, public policing priorities, and heroin dealing in the community. Policy recommendations include an extensive program to provide locks on all ground floor windows and the strengthening of doors, improved lighting, increased beat policing and attendant public-police cooperation, and anti-crime and harassment courses in the school curriculum. Other recommendations suggest an anticrime exhibition in local schools and other community facilities, the establishment of neighborhood watch, and preventive actions tailored to specific crime types.
