While issues and information are outlined in general terms for use in any state or local jurisdiction, the manual has four specific objectives: (1) to identity those legislative and policy precedents needed to develop an effective state or local assets seizure and forfeiture program; (2) to describe the critical elements of an effective assets seizure and forfeiture program; (3) to identify the legal, policy, resource, and operational needs associated with the creation and maintenance of an effective assets seizure and forfeiture program; and (4) to provide model approaches and techniques that jurisdictions may want to emulate in the development of assets seizure and forfeiture programs. The basic premise of the manual is that there will be cooperation between law enforcement agencies and prosecutorial offices in assets seizures and forfeiture. Therefore the manual contains information related to forfeiture that law enforcement officials and prosecutors will consider helpful. The manual also contains a model curriculum using a case study approach for instructing prosecutors and law enforcement personnel in the forfeiture process.
