This fact sheet reports on a General Accounting Office survey in 1988 of 50 States on the nature of each State's laws, regulations, and other legally enforceable provisions that govern drug testing laboratories of job applicants and employees.
Abstract
Questionnaires were sent to all 50 states and affected federal and professional associations. Three principal categories were found. Eleven States report specific statutes and regulations governing laboratories doing drug testing of employees. Fifteen States have general medical or clinical laboratory statutes and regulations governing substance abuse urine testing, but do not have specific requirements for employee drug testing. Twenty-four States do not have any statutes or regulations governing these laboratories, but they may still be subject to federal controls, state labor laws, or voluntarily adhere to standards prescribed by professional associations.
