Abstract
In Hong Kong, offenders of all ages can be ordered to remain in the community under guidance of a probation officer for a period of one to three years. The success rate of the Hong Kong probation service is over 80 percent due in large part to its emphasis on rehabilitation and its use of volunteers to assist the probationer in reforming. Hong Kong's community service orders pilot scheme emphasizes punitive and rehabilitative goals in requiring an offender to perform community service in reparation for harm done. The administrative details of the community service orders pilot scheme are discussed, as are the details of the superintendents' discretion scheme, a probation procedure for juveniles.
