The 1988 annual report of New York State's Standing Committee on Child Care includes legislation enacted during the year, highlights of Committee hearings and research activities, and budget appropriations affecting children.
Abstract
The primary purpose of the Committee is to insure that State laws protect children from abuse and neglect and enhance permanency for children in foster care. Legislation enacted during 1988 included the Family Court Act, the Social Services Law, the Domestic Relations Law, the Mental Hygiene Law, civil practice law and rules, and the Education Law. The Committee's weekly meetings focused on child day care, child abuse, State aid for child protective services, additional protection for abused children (contained in amendments to the Family Court Act and the Social Services Law), child welfare and adoption, adolescent pregnancy, child support, juvenile justice, homeless children, and pediatric AIDS. A list of Committee bills reported during 1988 is included. Appendixes contain additional information on a childhood program legislative symposium; budget items affecting children (child care and pediatric AIDS); highlights of public hearings on child abuse, child support standards, and pediatric AIDS; and a Federal grant received by New York State to study child proceedings in family courts.
