This third progress report of the National Commission Against Drunk Driving includes the results of State-by-State survey of alcohol counter-measures and assesses the progress of States in implementing the recommendations of the 1983 Report of the Presidential Commission on Drunk Driving.
Abstract
The survey, conducted in October 1987, reports on the responses of State officials to questions about legislative changes and administrative programs undertaken to keep drunk drivers off the road and to punish those who do drink and drive. As of November 1987, 49 States had laws setting age 21 as the required age for purchasing and consuming alcoholic beverages, 29 made it a felony to cause a death while driving a vehicle while under the influence of alcohol, and 29 required all drivers to wear seat belts while driving. The progress report points out that since 1982 alcohol use by drivers in fatal crashes has actually decreased by that young licensed drivers remain at high risk for alcohol-related automobile crashes. Making drunk driving socially unacceptable is a major goal, along with the implementation and enforcement of new drunk driving legislation. 11 references.
