Volume 1 provides population, court workload, and judicial personnel forecasts based on 1973 to 1987 data to facilitate capital improvement planning in response to anticipated growth needs. Volume 2 develops goals for effective and efficient operation of the judicial system and offers facility space standards, design guidelines, and layouts to meet those goals. Volume 3 evaluates 22 existing judicial facilities in terms of their spatial, operational, and physical adequacy and assigns each a numerical score to permit identification of facilities most in need of improvement. These analytically based methodologies and their results provide the basis of the capital improvements plan. The improvement and growth strategies developed in the plan are presented by Circuit, commencing with a brief narrative explanation of the growth strategy and then illustrating existing facilities locations, recommendations for each facility, and locations of new and retained facilities.
