Such offenders often have difficulties adjusting to confinement and create problems for prison staff. A review of records suggests that the imprisonment of disturbed offenders become more likely where questions can be raised about their abilities to cope in the community, or where they are resistant to service and/or disruptive. Such issues might be addressed through diversion programs involving interagency arrangements, which would make imprisonment less likely. (Author abstract)
