The PAG recommends the establishment of a Legislative Juvenile Oversight Committee to oversee State juvenile institutions and monitor the State juvenile justice system. Other recommendations for the General Assembly are that the policy simulation model be updated semi-annually and maintained on a regular basis and that all legislation with implications for the State juvenile institutional population have an impact statement attached. Ohio currently has three subsidy programs that affect four community programs. The PAG recommends ways to unify all the programs. Recommendations for community sanctions are based in the principle that the community is the most appropriate location for the sanctioning of nonviolent, felony juvenile offenders. Other recommendations pertinent to community sanctions include the revision of the existing secure facility subsidy to create a separate subsidy for rehabilitation and treatment facilities and the creation of a statewide clearinghouse for information on available detention and rehabilitation beds. Among recommendations on institutions is one that endorses the legislatively mandated capacity of 1,175 beds as specified by Am. H.B. 812 of the 117th General Assembly in 1988. A principal recommendation pertaining to aftercare is the establishment of a Release Guidelines Committee to develop criteria for determining the time of youth release.
