The Council, staffed by the Governor's Office for Children and Youth, examined and reported on five areas during 1987: (1) coordination and effectiveness of existing community resources for preventing, detecting, and treating child abuse and neglect; (2) availability of models for child abuse and neglect prevention, detection, and treatment; (3) development and implementation of child abuse awareness programs in Maryland public schools; (4) effectiveness of Maryland's judicial and legislative efforts to deal with child abuse and neglect; and (5) hiring of qualified personnel at the local level to provide protective services and foster care for children. The Council also looked at a representative sample of counties to evaluate compliance with legislation mandating joint investigations and 24-hour response in cases of physical and sexual abuse.
