This manual establishes minimum standards for effective jail management and services in Illinois county jails, superseding the standards dated July 1, 1980.
Abstract
Standards for general administration pertain to staff training, written procedures, job descriptions, and records. Detailed management standards address personnel; records; admission procedures; the medical examination; orientation; release procedures; and classification, separation, and segregation. The housing standard specifies cell and detention space, occupancy, and equipment; dormitory space, occupancy, and equipment; access by elevator; day room; showers; mirror; ventilation; variances; and architectural plans. Standards for inmate services focus on medical and health care; clothing, personal hygiene, and grooming; food services; and sanitation. Other standards pertain to supervision, security, safety, discipline, employment of detainees, mail procedures, telephone, visiting, social service programs, education, library religious services, commissary, recreation and leisure time, and juvenile detention.
