Accompanying the rapid "motorization" of Japan in recent years has been an annual increase in the number of auto thefts and crimes involving the use of cars.
Abstract
In 1985, 30 percent of all violent crimes made use of the automobile with 35,000 cars reported stolen. Recovery of stolen vehicles has become a major part of criminal investigations. After a stolen vehicle license plate is identified, police roadblocks and checkpoints are set up. However, there is a certain time lag between the vehicle identification and police action which can result in the vehicle getting through before any blocks are set up. Furthermore, these operations are often hampered by heavy traffic conditions. The National Police Agency initiated a five-year project in 1980 on the research and development of an electronic inspection system. The result of that research, "Automatic License Plate Identification System," is described. 7 figures, 1 table, and 2 references. (Author abstract modified)
