Home Office Circular 114, issued in November 1983, promotes sound management principles designed to increase police efficiency. Government efforts to promote police efficiency have centered in the development of a financial information system to assist in improved resource allocation and in professional regulation that requires police managers to focus on the cost-effectiveness of their operations. Another part of the improved management emphasis is consultation among police agency personnel and between the police agency and the community in the setting of police priorities and objectives. Research has aided police efficiency in the areas of directed patrol based on crime analysis and the use of investigative resources based on the likelihood of success. 13 notes, 29 references.
