The abuse of these controlled substances accounted for 54 percent of the Drug Abuse Warning Network mentions in 1985. These diverted drugs become available to drug abusers as a result of illegal activity by registrants, abuse and fraud related to prescriptions, indiscriminate prescribing, and theft. The Pharmaceutical Diversion Program aims to strengthen the role of law enforcement, professional licensing boards, and regulatory agencies in reducing the diversion of legitimately produced drugs. It focuses on data collection and analysis, investigations and professional license discipline, improved regulatory controls, detection of illegal prescriptions, training to improve diversion control, and improved communication.
