This chapter identifies provisions of the Federal Comprehensive Crime Control Act of 1984 (CCCA), the Aviation Drug-Trafficking Control Act, and the Anti-Drug Abuse Act of 1986 that deal with controlled substance crimes, discusses the legislative objectives behind the provisions, and details regulatory provisions for controlled substances as well as punishments and penalties for crimes involving controlled substances.
Abstract
Chapter V of the CCCA, known as the Controlled Substances Penalties Amendments Act of 1984, augments Federal penalties for drug trafficking. Crimes involving controlled substances include drug cultivation on Federal property, drug distribution near schools, investment of illicit drug profits, dispensing drugs under an expired registration, aviation drug-trafficking offenses, and possession of controlled substances in a Federal prison. The CCCA also reworked prior legislative provisions dealing with the regulation of controlled substances, including registration, scheduling, and import and export controls. The Aviation Drug-Trafficking Control Act and the Anti-Drug Abuse Act of 1986, while not parts of the CCCA, are included in the 1988 supplement because they contain controlled substances provisions. 753 footnotes.
