The subcommittee receives testimony from a variety of expert sources to provide the subcommittee an opportunity to assess the effectiveness of the drug enforcement effort according to both traditional and new evaluation methods. Some testimony focuses on the subcommittee staff's preliminary inquiry into the accomplishments of Reorganization Plan No. 2 of 1973, which established the Drug Enforcement Administration, removing virtually all narcotics enforcement tasks from the U.S. Customs Service. Testimony considers the impact on drug enforcement that occurred when the Customs Service was confined to border inspections in narcotics enforcement. Of particular interest to the subcommittee is the staff finding that more narcotics are being smuggled into the United States since Reorganization Plan No. 2 went into effect in July 1973. Testimony by representatives of the executive branch addresses the extent of the increase of the importation of illegal narcotics.
