Testimony from Federal legislators and representatives of Federal agencies, State and local agencies, and private organizations pertains to H.R. 14341, H.R. 15947, and related proposals, which would modify the structure and operation of the Law Enforcement Assistance Administration (LEAA).
Abstract
Witnesses analyze the operations and effectiveness of the LEAA grant-in-aid program to date. Some witnesses note the ineffectiveness of State plans in addressing urban crime and propose means for cities to receive funds directly from LEAA. The duplication of some project efforts is also noted, as the results and findings of various projects have not been communicated across jurisdictions. Other topics considered are how funds have been distributed by the States, what programs are being given priority, LEAA's guidance in setting priorities and monitoring effectiveness, and future funding requirements. The text of the bills, statements, and communications are provided.
