Although there are many systems of police organization, such systems tend to follow one of two basic models.

One is a fragmented, decentralized system with a great deal of local autonomy. The other model is a national and highly centralized mode of organization. This article uses the Soviet Union as an example of the second type; it explores the social, cultural and historical features that support such a model. 10 references (Publisher abstract)
