This manual is intended for use in training probation officers, assistant United States attorneys, Federal public defenders, and private attorneys to train others in applying the sentencing guidelines of the United States Sentencing Commission.
Abstract
The information is intended to educate the various elements of the Federal criminal justice system about the Commission's intent regarding the application of the guidelines. The manual's three sections cover guideline application, multiple counts, and relevant conduct. Each section is designed as a complete training packet on a specific area of guidelines application. Thus, each section contains a lecture outline of the subject area, overheads noted in the lecture outlines, quizzes and other supporting materials, exercises, and test cases designed for small group discussions. Future additions to the manual will cover the criminal history, departures from the guidelines, imposition of the sentence, and a computer program (ASSYST) focusing on the application of the guidelines.
