The 1989 Assembly Bill 501 relates to a study of the use of small, secure juvenile facilities located near juvenile offenders' home communities, and a study of the feasibility and potential benefits of creating one or more youthful offender facilities. Assembly Bill 502 directs the awarding of grants to provide early intervention programming for youths at high risk of later serious delinquent behavior. Assembly Bill 503 requires a study of the educational programming at secured juvenile correctional facilities and child caring institutions. Assembly Bill 504 directs grant awards to provide education transition programs for youths under the age of 17 who return to high school after release from a correctional facility or a child caring institution. Assembly Bill 505 directs the establishment of an intensive aftercare pilot program. Finally, Assembly Bill 538 requires the development of an aftercare plan for a child who is released from a secured juvenile correctional facility, and establishes a new administrative procedure to be used when revoking aftercare status and returning the youth to the facility.
