Abstract
Comprehensive site reviews were conducted during February-March, 1983 by teams of staff representatives from each of the four organizations comprising a Consortium for funding, monitoring, providing technical assistance, and evaluating this special Federal initiative of the Office of Juvenile Justice and Delinquency Prevention. These comprehensive reviews found that certain program elements in some or all of the four project sites needed further clarification or improvement in implementation. Other project activities, notably the educational programs in all of the sites, were functioning quite adequately and were not, therefore, included in the initial set of performance measures. To ensure that these performance measures are sufficiently comprehensive for total project implementation or institutionalization, additional elements including specifications for phase identification, fiscal management, educational activities, and mental health services have been added.
