Solutions to the growing recruitment and retention problem are proposed and include establishing a cadet corps, reducing the number of years worked for pension benefits, recruiting better-educated and better-motivated personnel, and restructuring the current promotion and rewards system to provide for rapid promotions. Still other recruitment and retention options include providing part-time work and job sharing to attract women recruits. These and other methods should be considered by police departments in order to recruit and keep strong and talented officers in the face of increasingly competitive market pressures.
